In short: We screened nine all-inclusive hotels in Hurghada against the hotels' own terms. Here are the seven that pass, plus the two we left out and why.
Hurghada is Egypt's all-inclusive capital, and the differences between the hotels lie in what is actually published.
Two of the hotels in the selection publish a terms matrix you can compare line by line. Three publish nothing at all.
The review analysis covers a sample of 826 reviews from 7 of the 7 hotels listed. Mentions are counted after automated classification of texts that may be shortened. Latest analysis in this selection: August 2026. How we count mentions.

1Sunrise Alora Aqua Park Resort
Hurghada, Egypt
Service & staff: 155 of 162 mentions positive · Food & restaurants: 95 of 105 mentions positive
Sunrise Alora has the broadest evidence behind its score of any hotel in the selection, and a water park that is the resort's main draw.
Five of the six restaurants are included in the package. Felucca is marked as chargeable on the hotel's own page.
Why this rank: The largest body of reviews in the selection, 2,941, and all six concept criteria confirmed.
2Steigenberger Aldau Beach Hotel
Hurghada, Egypt
Service & staff: 53 of 53 mentions positive · Condition & cleanliness: 46 of 46 mentions positive
Steigenberger Aldau sits at Hurghada's northern end with its own beach and the town's most established address.
The concept is called Steigenberger Luxury All Inclusive, but the chain publishes only a two-line description with no terms. We therefore do not know whether à la carte is included, and leave that detail blank.
Why this rank: The same top score as Sunrise Alora and a large body of reviews, but the chain publishes no terms for what the package actually covers.
3Serry Beach Resort
Hurghada, Egypt
Service & staff: 63 of 67 mentions positive · Condition & cleanliness: 31 of 34 mentions positive
Serry Beach has the most clearly published concept in the selection. À la carte is served from the menu at every venue, with the exception of the fish restaurant Sokar, which is included once a week.
Table booking is required at Nur, Sokar and Keif.
Why this rank: All six concept criteria confirmed, with à la carte from the menu at every venue and a stated ultra tier.
4Xanadu Makadi Bay
Hurghada, Egypt
Service & staff: 17 of 17 mentions positive · Food & restaurants: 14 of 17 mentions positive
Xanadu Makadi Bay publishes the most detailed terms matrix at the destination. Dolce Vita, Turkuaz, La Cascade, Taj Mahal and the oriental restaurant are each included once per stay, subject to availability.
Dragon and Ariel sit outside the package and cost extra. It is unusually clearly written, and the reason the hotel earns full coverage in our model.
Why this rank: The only hotel in the selection with full coverage on all six criteria and the most detailed published terms matrix.
5KaiSol Romance Resort Sahl Hasheesh
Hurghada, Egypt
Service & staff: 64 of 64 mentions positive · Condition & cleanliness: 54 of 54 mentions positive
KaiSol Romance in Sahl Hasheesh is an adult-oriented house with a good guest score.
The hotel publishes no concept name and no terms, however. The restaurant Reefs & Shells is marked as chargeable, the rest are unmarked, which is not enough for us to describe the package.
Why this rank: A strong guest score from 1,505 reviews, but the hotel publishes neither a concept name nor any terms.
6Baron Palace Sahl Hasheesh
Hurghada, Egypt
Service & staff: 90 of 92 mentions positive · Condition & cleanliness: 64 of 74 mentions positive
Baron Palace in Sahl Hasheesh is one of the area's largest houses with a broad body of reviews.
The site loads without trouble but publishes neither a concept name, nor contents, nor charging rules. We do not rank on information we cannot read.
Why this rank: 1,787 reviews behind the score, but no published terms to compare against the other hotels.
7Cleopatra Luxury Resort Makadi Bay
Hurghada, Egypt
Service & staff: 126 of 133 mentions positive · Food & restaurants: 116 of 120 mentions positive
Cleopatra Luxury Resort in Makadi Bay publishes the terms for Vista Mare: it is included once a week per room on stays from seven nights.
Waterfront and Scheherazade cost extra. No concept name is published.
Why this rank: The terms for one of the restaurants are published, but the concept name is missing and the guest score is the lowest in the selection.
How we ranked the hotels
This ranking belongs to the theme and is separate from the destination page's general luxury order. Guest scores on Booking and Google carry 55 per cent, weighted by how many reviews sit behind them. Verified concept facts carry 30 per cent: whether all-inclusive is sold at all, whether à la carte is included, whether premium drinks are included, whether there is a stated ultra tier, and whether food and drink are served around the clock. Star class carries 15 per cent.
A detail we could not confirm counts as neither a yes nor a no. It is left out and at the same time lowers the hotel's coverage. Wherever we quote a score, we name the source.
We screened nine hotels in the Hurghada area and read the terms on the hotels' own pages. Seven are ranked below. Two are set out at the end with the reason. Conditions we could not confirm are left blank rather than guessed at, and that applies to several of the hotels here.
Where in the Hurghada area should you stay?
Hurghada town and north is the oldest part, with the widest choice outside the hotels. Steigenberger Aldau sits here, ten to twenty minutes from the airport.
Makadi Bay to the south is a purpose-built hotel bay with no town of its own, home to the newer resorts and roughly thirty to forty minutes from the airport.
Sahl Hasheesh is the southernmost and most exclusive part, a planned bay with a waterfront promenade and a transfer of just over twenty minutes.
Hotels we screened but left out
Two hotels went through the same screening without making the list.
Hurghada Long Beach Resort — Booking 9.2 from 615 reviews, a score that would have been more than enough. The hotel's website, however, is down: the domain returns an empty server page, and the hotel carries no current chain name after its time as a Hilton and an lti. We cannot substantiate a single condition, and thus publish no claims about the concept.
The Oberoi, Sahl Hasheesh — Booking 9.2 from 553 reviews. One of Egypt's strongest luxury hotels, but it sells no all-inclusive at all. It belongs in our luxury selection, not in this list.
So a hotel missing from the list does not mean we think poorly of it. It means either that it does not sell all-inclusive, or that we found no published information to compare.
